The National Quality Forum released a draft framework June 1 outlining methods to measure the quality of telehealth programs.
The framework, which was developed at the request of HHS, recommends metrics to determine how well telehealth programs provide patient care. To create the framework, NQF conducted a literature review of research studies, white papers and federal and nonprofit reports about telehealth, including delivery methods like live video, store-and-forward, remote patient monitoring and mobile health.
NQF suggested different metrics based on the type of services offered via telehealth, which might include care coordination, chronic disease, dermatology, mental health and rehabilitation. The metrics relate to access to care, financial impact, clinician experience, patient experience and overall effectiveness, according to the report.
NQF will accept comments on the draft framework through June 30.
