28 States, D.C. Currently Establishing Health Insurance Exchanges

In the nearly 22 months since President Barack Obama signed the Patient Protection and Affordable Care into law, 28 states and the District of Columbia have committed to establishing health insurance exchanges — the provision that will allow consumers to purchase private health plans in a comprehensive marketplace, according to a report from the White House (pdf).

The Obama administration has also awarded more than $729 million in grant money across all states to help establish the exchanges.


Five states in particular — California, Maryland, Oregon, Rhode Island and Washington — are leading the charge in the exchange setup, according to a Stateline report. Those states have already passed legislation to create their exchanges, and they have also mapped out how the exchanges will be run when they go into effect in 2014.

If states do not have a fully implemented health insurance exchange by 2014, the federal government will design and create the exchange for the state.
