PPR: Patient Security Lacking in Stage 2 Meaningful Use

The privacy watchdog group Patient Privacy Rights has released comments regarding proposed requirements for stage 2 meaningful use, saying the proposal lacks patient control over which segments of information can be shared and who can see and use their personal health information.

The letter to the Office of the National Coordinator for Health IT cites efforts by the Federal Trade Commission and the President's Council of Advisors on Science and Technology to increase privacy and security measures of personal information. "Yet the Health IT Policy Committee's Privacy & Security Tiger Team has failed to make any recommendations about privacy and security for [meaningful use] Stage 2," said Deborah Peel, MD, founder and chair of Patient Privacy Rights.

In the letter, PPR has outlined recommendations for the proposed set of stage 2 meaningful use requirements, including the need to implement segmentation functionalities and consent technologies.
