The Vermont insurance regulating agency issued a bulletin that proposes requiring health insurers to cover "medically necessary services" for transgender policyholders, including gender reassignment surgery, according to a report by the Rutland Herald.
Advocates of transgender rights say the only reason such services are not already covered by health insurance is due to stigma surrounding transgender individuals and that the necessity of such procedures should be determined by providers, not insurers, according to the report.
