Vermont Reveals Next Step of Single-Payor Health System

Vermont Rep. Mike Fisher (D-Lincoln) and Rep. Ann Pugh (D-South Burlington) introduced House Bill 559 (pdf) yesterday, which will lay out the ground rules for the state's health insurance exchange.

The bill defined that small employers with 100 or fewer employees can only buy insurance through the exchange. The exchange legislation is also part of the Patient Protection and Affordable Care Act, which requires all states to create a health insurance exchange by 2014, or the federal government will step in.


Funding plans for the entire system are not expected to be released until later this year after Vermont learns more about what the federal government will subsidize, according to a VTDigger.org report.

Gov. Shumlin signed the single-payor legislation in May 2011, and it is expected the universal healthcare system will be fully functioning by 2017.
