Most States on Track With Medicaid Budgets for FY 2012

A majority of states is witnessing Medicaid spending and enrollment growth equal to or below original growth projections for fiscal year 2012 budgets, while 10 states reported mid-year Medicaid cuts to close FY 2012 shortfalls, according to a report from the Kaiser Commission on Medicaid and the Uninsured (pdf).

The Kaiser report found that Medicaid enrollment and spending pressure is not as intense in 2012 as it was for 2011, and many states are seeing trends below original growth projections. In the annual Medicaid budget survey, states predicted Medicaid enrollment would increase by 4.1 percent on average in FY 2012, which is lower than the 5.5 percent rate of growth for FY 2011 and 7.2 percent for FY 2010.


For FY 2013, many states will be implementing more provisions of the Patient Protection and Affordable Care Act, which include integrating more care for beneficiaries who qualify for both Medicare and Medicare, or dual eligibles. Pending the Supreme Court decision on the PPACA, states will also begin Medicaid coverage expansion in 2014.
