The California Hospital Association has released a guidebook for state hospital executives to help their organizations enroll uninsured patients onto the health insurance exchanges this fall.
The manual will give hospital leaders step-by-step guidance on whether an uninsured patient is eligible for Medi-Cal (California's Medicaid program) or for health plans in Covered California, the state's health insurance exchange.
The Patient Protection and Affordable Care Act requires every state to have an exchange. Most Democratic-led states, like California, are running the exchange on their own whereas many Republican-led states defaulted to a federally run marketplace. Enrollment for exchange health plans begins Oct. 1, with full coverage beginning Jan. 1, 2014.
