The American Hospital Association recently submitted comments to CMS, recommending that there be more clarification on the proposed rules regarding Medicaid eligibility and its subsidy provisions and health insurance exchanges.
The AHA said it supports the general direction CMS has taken to implement provisions of the Patient Protection and Affordable Care Act that simplify eligibility and streamline enrollment for Medicaid and other affordability program beneficiaries. However, it recommended that any state alternative application for those provisions not be more burdensome, and Medicaid coverage for enrollees seeking private coverage through a health insurance exchange should continue until the private coverage begins.
Similarly, the AHA said CMS should make standards clearer regarding state-level health insurance exchanges and qualified health plan provider networks. In order to promote efficient operation of the exchange marketplace, AHA urged CMS to make guidance on exchanges that are flexible enough to accommodate local conditions, user-friendly for consumers, efficient to attract private insurer participation and small in initial focus.
