Two North Carolina Health Systems File Appeal Against State’s Decision to Allow Both Systems to Build New Hospitals in Hoke County

Cape Fear Valley Health System, based in Fayetteville, N.C., and FirstHealth of the Carolinas, based in Pinehurst, N.C., have both filed legal appeals against the state’s decision to allow both systems to build new hospitals in and near Hoke County, N.C., according to a report by the Fayetteville Observer.

The state granted approval to both systems in November saying that the county’s rapid population growth could support both facilities.  
FirstHealth submitted plans to build a $30 million to $35 million, eight-bed facility in Raeford, N.C., while Cape Fear Valley submitted plans to build a $79 million, 41-bed facility just outside Hoke County.

However, both hospitals have since filed appeals with the state arguing that approval of both facilities will duplicate services. Cape Fear Valley argued in its appeal that FirstHealth provided incorrect information such as the number of residents who travel outside the county for healthcare in its original application. FirstHealth then appealed Cape Fear’s approval in response, according to the report.

The appeals will cost the health system $50,000 and are expected to delay the construction on both facilities.
