Obama Administration Clarifies PPACA Exchange Eligibility for Workers Under COBRA

The Obama administration has issued updates to model notices about workers' eligibility for continued healthcare coverage under the Consolidated Omnibus Budget Reconciliation Act.

When leaving a job, workers who are eligible for COBRA continuation coverage can choose instead to sign up for health insurance through HealthCare.gov, according to a Department of Labor news release.

Under federal law, workers must be informed of their right to purchase COBRA coverage when leaving a job. The Obama administration's updates mean workers will also receive information about potentially more affordable coverage options available through the Patient Protection and Affordable Care Act health insurance exchange.

"In many cases, workers eligible for COBRA continuation coverage can save significant sums of money by instead purchasing health insurance through the marketplace," Assistant Secretary of Labor for Employee Benefits Security Phyllis C. Borzi said in the release. "COBRA continues to play an important role in helping workers and families maintain coverage after a job loss, and it is important that workers know that in some cases there is a marketplace option as well."
