CMS Outlines Program for People Ineligible for Medicaid, PPACA Exchanges

CMS has released a proposed rule to establish the Basic Health Program, which would give states the option to provide health insurance to low-income people who don't qualify for Medicaid.

Starting in 2015 under the Patient Protection and Affordable Care Act, states would have the option of offering health benefits to people with incomes at or below 200 percent of the federal poverty level who would otherwise be eligible to purchase coverage through the state's health insurance exchanges, according to the proposed rule.

CMS aims to coordinate the Basic Health Program with other affordable insurance programs by aligning, if possible, its rules with existing regulations for coverage aspects such as cost sharing for the insurance exchanges, Medicaid or the Children's Health Insurance Program.

CMS will accept comments on the proposed rule for 60 days after its Sept. 25 publication in the Federal Register.
