Analysis: State-Based Exchanges at 3% of Expected 2014 Enrollment

Twelve state-run exchanges have enrolled about 3 percent of their expected 2014 participants, according to an analysis conducted by healthcare business advisory company Avalere Health.

As of Nov. 10, the states included in the analysis had enrolled 49,100 people in health plans under the Patient Protection and Affordable Care Act, according to the analysis. Enrollment numbers ranged from 300 in the District of Columbia to 13,300 in New York. The analysis projects the total number of enrollees in all 12 states will increase to 1.4 million by the end of 2014.

Avalere based its analysis on publicly available enrollment data for state-based exchanges and the May 2013 Congressional Budget Office estimate of 7 million total exchange enrollees for 2014. Avalere removed Medicaid beneficiaries from the exchange data when possible.
