The Minnesota Department of Human Services has issued a request for proposal for an independent audit to determine whether state Medicaid payments to third-party managed care companies were higher than amounts allowable under state and federal law, according to a St. Paul Pioneer Press report.
The investigation pertains to payments made in fiscal years 2003 through 2011. Since February, lawmakers have questioned whether Minnesota officials manipulated the rate certification process for Medicaid to wrongly obtain excess federal funds.
Gov. Mark Dayton (D) and his administration have said officials have adopted a different approach to HMO payments than the one used by the administration of Gov. Tim Pawlenty (R), who left office in January.
