Ohio hospitals want to keep paying franchise fees if Gov. John Kasich promises to retain current Medicaid reimbursement levels, according to a report by the Cleveland Plain Dealer.
The Ohio Hospital Association protested the fees when they were originally enacted in 2009, but they have helped the state leverage its share of Medicaid payments so as to increase the federal share. That arrangement, however, may not last long. President Obama's proposed budget would reduce the amount of fees hospitals can contribute to the state's share of Medicaid funding.
Gov. Kasich, an incoming Republican, wants to reform the Medicaid program through policy changes, potentially including rate changes, more coordinated care, and creating home-based and community-based care alternatives to hospitals and nursing homes.
