Wisconsin Shows Progress With Health Insurance Exchanges

Despite Governor Scott Walker's opposition to the healthcare reform law, Wisconsin is ahead of scheduling in building an infrastructure that supports health insurance exchange systems, according to a Green Bay Press-Gazette news report.

Under the healthcare reform law, all states are required to declare intent to establish health insurance exchanges by 2013 and must by fully operational by 2014. The health insurance exchanges allow private citizens and employers to shop and compare private health plans before enrolling.

According to the news report, the Badger State has already developed an automated eligibility system for state-based health plans. State officials are focused on building an exchange that promotes free-market competition as well as affordable care. Although the state has made rapid progress in starting up its health insurance exchange, major challenges still need to be addressed. In particular, the state is still waiting to hear from the federal government on how to incorporate tax subsidies and credits and other income information, which help determine eligibility, according to the news report.
