Ervin Batchelor, PhD, owner of the Carolina Center for Development and Rehabilitation in Charlotte, N.C., has paid $40,000 for illegally dumping patient files, according to a news release by the North Carolina Department of Justice.
In June, 2010, Dr. Batchelor illegally dumped 1,000 patient files at the West Mecklenburg Recycling Center. The files included 1,600 individuals' names, addresses, dates of birth, Social Security numbers, drivers' license numbers, insurance account numbers and health information.
Dr. Batchelor agreed to pay $40,000 and abide by state and federal data security laws to resolve an investigation led by N.C. Attorney General Roy Cooper.
