HHS submits meaningful use stage 3 proposed rule

The Office of Management and Budget has received HHS' proposed rule establishing policies for stage 3 of meaningful use for the Medicare and Medicaid EHR Incentive Programs.

According to the proposed rule, filed Dec. 31, 2014, "stage 3 will focus on improving healthcare outcomes and further advance interoperability."

The proposed rule outlines the criteria eligible hospitals, eligible providers and critical access hospitals must meet in order to demonstrate meaningful use under the EHR incentive program.

The proposed rule includes changes to the reporting period, timelines and meaningful use program structure, which "will provide a flexible, yet, clearer framework to ensure future sustainability of the EHR program and reduce confusion stemming from multiple stage requirements," according to the filing.

Stage 3 will not go into effect until 2017.

The proposed rule will be posted in the Federal Register once OMB completes its review, a CMS spokesperson told Health Data Management.
