HHS Proposes Evaluating Mobile Program Text4baby With Electronic Health Records

The Department of Health and Human Services has submitted a request to the Office of Management and Budget to evaluate the Text4baby program, according to a Federal Register report.

HHS aims to determine whether the mobile health education program Text4baby, which provides free evidence-based health messages to pregnant women or women with an infant less than one year old, can lead to healthy behaviors and timely access to healthcare.

HHS proposes to evaluate the program in four ways: a safety consumer net survey; focus groups; key informant interviews with providers; and stakeholder interviews with Text4baby partners. The safety consumer net survey would obtain permission from both Text4baby participants and non-participants to access data from their electronic health records. Researchers would link data from telephone surveys with these women to selected data from their EHRs.
