Marketplace signups by location: 7 findings

The Kaiser Family Foundation has analyzed on a local level the share of potential enrollees who signed up for a health plan in a federally-based marketplace under the Patient Protection and Affordable Care Act in 2015.

Using newly-released federal marketplace 2015 signup data by zip code, the foundation examined how signups varied within states that used Healthcare.gov. 

Here are seven findings from the analysis.

1. Ninety percent or more of the potential market for health insurance exchanges signed up for Healthcare.gov in parts of Miami-Dade and Broward counties in Florida; Philadelphia; Jackson, Miss.; and Atlanta. 

2. Enrollment was below 15 percent of the potential market for exchanges in parts of Texas, Iowa and Ohio.

3. Within states, the enrollment results vary substantially. For example, in Florida — a state with 64 percent market saturation in 2015 — the signup percentage ranged from 21 percent in the Tallahassee area to approximately 100 percent in parts of Miami. In Texas — a state with more modest enrollment at 39 percent market saturation — the share of potential enrollees signing up ranged from 12 percent in the College Station area to 81 percent in some Houston suburbs.

5. The analysis shows areas with very high or very low enrollment as a share of the potential market in 2014 tended to display similar patterns in 2015.

6. Some of the most significant Healthcare.gov enrollment growth in potential market share from 2014 to 2015 took place in parts of Pennsylvania, Florida, and Indiana. 

7. Among areas with available zip code sign up data in both 2014 and 2015, Detroit was the only place to see a decrease in the share of the potential market enrolled. It ranged from a decrease of 5 percentage points in Northeast Detroit to a decrease of 11 percentage points in Northwest and North Central Detroit.
