Utah Gov. Gary Herbert (R) continued to champion his state's existing health insurance exchange in a statement after HHS suggested a state and federal partnership to expand the exchange's website to comply with the 2010 healthcare law.
Last Friday, states intending to build and run their own exchanges were required to file their request and project proposals to HHS Secretary Kathleen Sebelius. Gov. Herbert had done so earlier last week, requesting that the state's 2009 online health insurance marketplace for small businesses and employees, AvenueH, be approved and set as a minimum federal standard for the exchanges outlined in the Patient Protection and Affordable Care Act.
AvenueH allows small business employees to shop for a policy of their choosing using company money rather than restrict them to a single, company-wide insurer. It's not clear, however, if the site will gain approval as it is not open to individuals, nor does it tamp down costs or screen for Medicaid eligibility, according to a Salt Lake Tribune report.
