HHS on Track to Meet October Insurance Exchange Deadline, Officials Say

HHS officials have said the agency will meet deadline to establish insurance exchanges in 27 states by Oct. 27 to begin enrolling people in coverage that will take effect Jan. 1, 2014, according to a report from The Hill.

Although HHS said it will meet the exchange deadline, Jay Angoff, former director of HHS' implementation office, said the exchanges will likely be imperfect come October. "Something will be ready by Oct. 1," he said in the report, noting that it may take longer to make the exchanges as thorough as HHS officials prefer.

Twenty-six states defaulted to federally operate health insurance exchanges as of March 21, according to Kaiser Health Facts. States could have also opted to run their own exchanges, which 18 did, or operate them through a federal-state partnership, which seven did.

In The Hill report, Mr. Angoff said that once HHS creates one exchange, it won't be especially difficult or costly to create 26.

To create an insurance exchange, HHS will have to create user-friendly web platforms for consumers to compare insurance plans. This also involves "pulling together reams of data from several federal agencies," according to the report.
