Florida Gov. Rick Scott has signed a controversial bill into law that will change how Florida counties are billed for Medicaid costs, according to a Miami Herald report.
Sixty of 67 counties sent Gov. Scott letters expressing concern and requesting he veto the bill.
As is, the bill could force counties to pay the state an additional $325.5 million in disputed Medicaid bills. Counties may be able to dispute the unpaid Medicaid bills in administrative hearings, but would be responsible for paying back 100 percent of the backlogged payments if they lost their case. Or, counties could agree to pay back 85 percent of the disputed bills upfront.
Gov. Scott submitted a letter to the Secretary of State's office explaining his reasons for signing the bill, an unusual move, according to the report. He acknowledged counties' concerns and vowed to work with them to resolve disagreements with the Agency for Health Care Administration on how much in Medicaid payments are owed.
