CMS releases state innovation waiver checklist: 3 things to know

CMS unveiled a checklist to assist states applying for a Section 1332 State Innovation Waiver, which allows them to opt out of some of the ACA's mandates and pursue other solutions to lower costs and increase insurance choice.

Here are four things to know.

1. CMS' checklist focuses on helping states implement strategies like high-risk pools and state-operated reinsurance programs, according to a Health Affairs blog post by Timothy Jost.

2. CMS Administrator Seema Verma said the "guidance addresses the ACA's impact in driving up insurance costs and reducing choices," with CMS citing an average 25 percent increase on plans sold on Healthcare.gov for 2017.  

Ms. Verma added, "State initiated waivers that implement high-risk pool/state-operated reinsurance programs will help lower premiums, stabilize the health insurance exchange and meet the unique needs of each state."

3. The checklist follows a March letter from HHS Secretary Tom Price, MD, to all state governors encouraging them to apply for 1332 State Innovation Waivers.
