CMS Drafts Parameters for PPACA's Health Plan Risk Provisions

Last week, CMS issued a proposed rule to further outline provisions in the Patient Protection and Affordable Care Act that deal with health plan risk provisions.

The three provisions are reinsurance, risk adjustment and risk corridors, which are programs designed to eliminate incentives for payors to avoid covering people with pre-existing conditions or people in poor health.

HHS released a final rule on standards related to reinsurance, risk corridors and risk adjustment in March, and CMS' proposed rule builds on those guidelines.
