California Finds UnitedHealthcare's 8% Rate Hike Unreasonable

California Insurance Commissioner Dave Jones criticized health insurance giant UnitedHealthcare's 8 percent average rate hikes through higher premiums and lower benefits for small businesses across the state, according to a report by the Los Angeles Times.

California does not give its insurance commissioner authority to reject a health insurer's rate increase, only to evaluate whether it is reasonable. UnitedHealth Group said its average annual increase for the small business market is more like 2 percent and among the smallest increases for California health plans.
