Republicans Could Revive Old Strategy on PPACA With Stopgap Bill

House Republican leaders could revive a legislative strategy from 2011 to let conservatives vote on defunding the Patient Protection and Affordable Care Act while avoiding a government shutdown, according to a Politico report.

captiol buildingHouse Speaker John Boehner (R-Ohio) and Majority Leader Eric Cantor (R-Va.) are expected to put forth the plan at the Republican conference Tuesday, according to the report. The tactic would involve sending the Senate a stopgap spending bill along with a separate resolution to defund the healthcare reform law that would amend the spending bill.

The plan has already drawn criticism, with national conservative network Club for Growth President Chris Chocola calling it an effort to "fool Republicans into voting to fund Obamacare," according to a news release

Republicans enacted a similar strategy in spring 2011 to avert a government shutdown. In that case, the Senate rejected the resolution that would have defunded healthcare reform efforts, according to Politico.

In July, Republican lawmakers asked leaders in both the House and Senate to not support a government funding bill unless it defunds the PPACA. Additionally, Sen. Mike Lee (R-Utah) stated this summer that a coalition of senators is willing to shut down the government to prevent the health reform law from taking effect.
