A leading House Republicans is targeting five provisions of the healthcare reform law for defunding, according to a report by the Hill.
In an internal memo, Rep. Joe Pitts (R-Pa.), chair of the Energy and Commerce Health subcommittee, said he would seek to remove the following provisions from protection as mandatory spending and designate them discretionary spending, which can be targeted:
• Grants for state-based health insurance exchanges.
• Funds for Prevention and Public Health Fund, valued at $17.75 billion over 10 years.
• Grants to establish or expand primary care residency training, valued at $230 million from 2011-2015.
• A $200 million construction and capital cost fund for school-based health centers.
• State grants for sex education and other "personal responsibility education" for adolescents, valued at $75 million a year from 2010 through 2014.
The healthcare law "was unusual in the sense that it provided mandatory spending for numerous newly created or established programs that would be normally considered discretionary in nature," the memo stated.
