Maryland to Submit Legislation for Health Insurance Exchange

Maryland Gov. Martin O'Malley's administration will recommend legislation in the next general assembly session regarding criteria for the state's health insurance exchange, according to a Baltimore Sun report.

The Board of the Maryland Health Benefit Exchange outlined the recommendations for how to set up the exchange, but a decision on how to fund the exchange will not be made until next year, according to the report.


Maryland would create two exchanges — one for individual health plans and another for small group market plans. The board said combining the two groups into one exchange could produce high premiums due to the state's rate-setting requirements for health services.
