6 Strategies for Reducing Health Service Overuse

The following strategies appear in a Robert Wood Johnson Foundation brief on reducing overuse and misuse of healthcare to improve quality and value in care. The strategies are designed for use on the state level and come from a RWJF-funded committee comprised of Balit Health Purchasing and RWJF's State Health and Value Strategies. Strategies to improve healthcare service overuse include:

1. Develop a communication strategy to ensure the problems of overuse and misuse are being discussed with state government and elsewhere.

2. Partner with other large healthcare purchasers to tackle the problems of overuse and misuse.

3. Identify opportunities to reduce overused and misused services.

4. Take action to reduce overused and misused services.

5. Explicitly incorporate evidence criteria in policies, regulations and statutes regarding service coverage decisions.

6. State employee health benefit purchasers should introduce value-based insurance designs that encourage members to utilize high-value services.
