5 System-Wide Changes to Reduce Healthcare Costs, Improve Quality

The Partnership for Sustainable Health Care has issued five recommendations to control healthcare costs and improve quality in a new report.

The report, "Strengthening Affordability and Quality in America's Health Care System," was developed through a collaboration among America's Health Insurance Plans, St. Louis-based Ascension Health, Families USA, the National Coalition on Health Care and the Pacific Business Group on Health. Here are their five recommendations to reduce healthcare costs and improve quality:

1.    Transform the current payment paradigm.
The Partnership suggests transitioning away from the fee-for-service payment model and adopting payment models that improve quality and cost.

2.    Pay for care that is proven to work.
The Partnership suggests lowering payment for services that are less effective than alternative therapies.

3.    Incentivize consumer engagement in care.
The Partnership suggests differentiating cost-sharing options to incentivize consumers to make
better healthcare decisions.

4.    Improve the infrastructure needed for an effective healthcare market.
The Partnership suggests strengthening America's healthcare foundation by focusing on evidence-based medicine and standard electronic data collection, among other areas.

5.    Incentivize states to partner with public and private stakeholders to transform the healthcare system. The Partnership suggests establishing a gain-sharing system to reward states for meeting cost and quality goals through partnerships with stakeholders in the public and private sectors.
