David Carmouche, MD. Senior Vice President and President of Ochsner Health Network (New Orleans). Dr. Carmouche was executive vice president of external operations and CMO of Baton Rouge-based BlueCross BlueShield of Louisiana before joining Ochsner Health Network as senior vice president and president in February 2016. During his time with BlueCross BlueShield of Louisiana, Dr. Carmouche designed and implemented a comprehensive primary care population health program as well as several commercial ACO contracts. He is now responsible for executive oversight and management of Ochsner Health Network's 29-hospital and 80-health center system.
