State Innovation Models should focus on projects to improve population health, according to an Institute of Medicine discussion paper.
"Opportunity Knocks: Population Health in State Innovation Models," written by participants in the IOM Roundtable on Population Health Improvement, argues that SIMs are ideally positioned to test models designed to reach the population health improvement goal within the Triple Aim of healthcare reform. The authors suggest population health initiatives have the following characteristics:
1. Balanced to meet the prioritized needs of the community
2. Designed to include both clinical and community-wide process and outcome measures
3. Intended to produce both short- and long-term gains
