Video has surfaced of four constables violently beating a man at Wilmington (Del.) Hospital on Feb. 24, The News Journal reports. The hospital is a part of Wilmington-based Christiana Care Health System.
The video, obtained by The News Journal, shows the four constables kicking, punching and kneeing a man who had a bandaged arm. The constables can be seen escorting the man into the room, where they started beating him and restrained him in the room. The man does not appear to fight back, although he is using his bandaged arm to cover himself. After a few minutes, the constables leave. Two of them return, however, with a nurse who can be seen pushing a button in the wall.
"This incident does not reflect Christiana Care's values of serving our neighbors with respect and dignity. We are deeply sorry for these actions, and are committed to preventing this from happening again," said Christiana Care Vice President of Communications Karen Browne in an emailed statement.
The health system has not released the identity of the man or any details regarding what led to this incident.
Health system officials stated that a thorough investigation has been conducted and "the four constables and two supervisors have been separated from the organization," Ms. Browne said.
The organization has started retraining its public safety staff on appropriate policies and procedures.
"[We] are committed to preventing anything similar to this from happening again," said Ms. Browne.
Update, April 27, 2017 at 4:39 p.m.: The man who was beaten up has been identified as 37-year-old Terrance Carter, The News Journal reports. Mr. Carter had visited the hospital on Feb. 24 after he hurt his hand by punching a refrigerator. At the hospital, Mr. Carter was involved in an alterncation with another man he knew. The men separated of their own volition, however the constables asked the other man if he would like to press charges. When the man said no, the constables led Mr. Carter into the room where the incident occured.
