The Trump administration said Sept. 25 it is repealing $810 million in federal funding for immigration programs, minority care, and grant funding for research such as patient safety and healthcare quality for transgender patients.
Most of the cuts are focused on HHS, with the largest portion — $567 million — previously allotted for immigration programs and non-governmental organizations that provide services for refugees, asylees and other non-citizens, according to the White House.
The other cuts include:
- $70 million from “Woke International Education” programs that support institutions to bring foreign students and faculty to the U.S. “to study or teach language, conduct research, and provide professional and curriculum development,” the White House said. “These programs have deviated from their core mission and instead support wasteful and divisive projects, including doctoral dissertations on queer and trans community building in foreign countries.”
- $56 million from U.S. Department of Housing and Urban Development-funded programs that went to non-governmental organizations with “DEI-centric discriminatory agendas,” the administration said.
- $28 million from HHS research programs the administration called “overfunded and unaligned.” These research grant cancellations include $428,000 to improve access to care for transgender patients and racial minority youth and $500,000 for the University of California to study patient safety and healthcare quality for transgender patients. The Agency for Healthcare Research and Quality had terminated at least 67 patient care research grants as of mid-July.
- $25 million from the Department of Education’s programs for migrant students, which the White House said included a LGBTQ+ support group and a “coping with DACA-related stress” support group.
- $15 million from a 60-person subagency within the Justice Department, the Community Relations Service, which the Trump administration previously closed. The subagency published materials for law enforcement training for the transgender community and racial and ethnic minorities.
- $15 million from Department of Homeland Security programs that provide legal services, mental health counseling, housing, childcare and schooling for non-U.S. citizens.
- $10 million from DHS programs focused on immigration legal services.
- $10 million from the Minority Business Development Agency.
- $5 million from the HHS Office of Minority Health, which funded research to study racism and racial trauma, mental health disparities among racial minority youth, and health equity. In early September, this office canceled 16 grants worth $38 million.
The cuts are the latest federal pullback from diversity and gender identity research. In August 2025, the Supreme Court allowed the administration, in a 5-4 vote, to move ahead with cutting NIH grants tied to diversity, equity and inclusion, including gender identity studies.
