Tom Martin has served as administrator of Lincoln County Public Hospital District and Lincoln Hospital in Davenport, Wash., since 1997. Mr. Martin joined the rural critical access health system, which is 36 miles west of Spokane, in 1987.
During his time leading the district, Mr. Martin has been committed to improving healthcare in rural Washington. He spearheaded a partnership with an urban hospital and local cardiologists to develop award-winning emergency protocols for heart attack and stroke patients. The protocols, called Qualis Health, have been adopted across Washington State. Additionally, he guided the state's first formal public health and hospital partnership, designed to plan and provide Lincoln County residents with public health services.
Further, Mr. Martin and Lincoln Hospital District created a Rural Healthcare Quality Network to measure and report on hospital quality. The network has expanded to include all of Washington's critical access hospitals.
Mr. Martin has received much recognition for his healthcare leadership prowess. He has received the Regents Award from the American College of Healthcare Executives, the American Hospital Association Grass Roots Champion Award, the Washington State Rural Health Association Health Leadership Award and the Washington State Hospital Association Distinguished Administrator Joe Hopkins Award. This year, he received the Becker's Healthcare Leadership Award.
Outside of his time leading the rural hospital and system, Mr. Martin gives his time to the community. He has served as chairman of the board for the Washington State Hospital Association, the Association of Washington Public Hospital Districts, the Rural Healthcare Quality Network and the Washington Health Foundation. He has also been a delegate to The Regional Policy Board of the American Hospital Association and an advisor to the National Flex Program for the Health Resources and Services Administration.
