Analysis: States may lose 39% of federal Medicaid funding under BCRA

The Senate's Better Care Reconciliation Act would beget cuts to federal Medicaid funding by 27 to 39 percent by 2036, according to Politico, which cited a report by consulting firm Avalere Health.

Fifteen states would see their federal Medicaid funding slashed by more than 35 percent.  California would see the largest decline at $535 billion, followed by New York, which would see a reduction of $268 billion.

Avalere Health's report was presented at the National Governors Association meeting, which had attendees from the Trump administration, including HHS Secretary Tom Price, MD.

The proposed ACA repeal bill would shift Medicaid funding into a per-capita cap program in 2020 and link the Medicaid growth rate to standard inflation, rather than medical inflation, beginning in 2025.
